The Foundation for Comprehensive Early Literacy Learning The mission of the Foundation is to provide professional development for teachers to help improve their teaching of reading and writing. Training opportunities include Comprehensive Early Literacy Learning (CELL) PreK-3, Extended Literacy Learning (ExLL) Grades 3-8, and Second Chance at Literacy Learning (Grades 6-12).
